What is a "frequent utilizer"?
Frequent utilizers are individuals who are identified based on the frequency and severity of their contact with police, fire, EMS, jail and the hospital. A frequent utilizer’s use of those systems is often chronic and expensive, because those systems are ill-equipped to address underlying social and health needs.

By addressing the needs of frequent utilizers, criminal justice and emergency response resources are better able to respond to short-term health and safety issues and dangerous crime within our City.
