***CONSTRUCTION ALERT***
Beginning Wednesday June 17, Rucker will be closed southbound from Everett Avenue to California Street to replace a cracked concrete panel. If weather cooperates, the concrete will be poured Thursday, and a three-day curing period is required prior to opening to traffic. It is anticipated that this section of Rucker will reopen Monday, June 22.

CONSTRUCTION PROGRESS 

Over the last month and a half, construction on the Rucker Renewal project has continued, and we are nearing the final weeks of the project. As a result of COVID-19, safety measures have limited the number of people working on a given task, and paving supplies have been hard to come by. Recently, local sourcing of concrete resumed; for many weeks, the closest concrete plant to be found was in King County. Asphalt production restarted just a few weeks ago, with construction projects throughout the region waiting their turn for a limited supply.

All streetlights work and are active now. All signals are installed and working, only awaiting inspection before being put in service. By the end of this week, nearly all concrete work will be complete, with only a couple of squares left to do. Parking is now available most of the way between Everett Avenue and Wall. Construction of permeable rubber surfacing in the center median islands is scheduled for the week of June 22, weather permitting.

Rucker

Everett intersection- OPEN TO TRAFFIC

  • Sidewalks and paving to be finished by the end of this week. Planting coming next.

Everett to California - OPEN TO TRAFFIC

  • Sidewalk landscaping done and mulched. Tree and center planters up next.

California to Hewitt - OPEN TO TRAFFIC

  • Landscape planting began; the center island permeable rubber surfacing is in and the trees planted.

Hewitt intersection - OPEN TO TRAFFIC

  • Traffic detection loops have been cut in, paving is complete. All that’s left is striping.

Hewitt to Wall – LOCAL ACCESS ONLY

  • Intermittent access delays at the Aero apartments.
  • All tree pits have been excavated and filled with topsoil. Plantings and permeable rubber remain to be installed.

Wall to Pacific - FULLY CLOSED

  • The landscaper will be installing irrigation, digging out tree pits and planting tree pits and planters over the next two weeks.
  • Center island median concrete noses have been placed.

Pacific intersection

  • Traffic detection loops have been cut in.

Wall 

  • Paving complete as of Tuesday, June 16.

Rucker/Wall Street intersection

  • Wall Street intersection continues to be CLOSED. Note: Hewitt crossing of Rucker open and available for use.
  • Corner sidewalks complete.

Between Rucker and Hoyt

  • Sidewalk construction complete.
  • Wall Street closed to alley between Rucker and Hoyt.

Hoyt - OPEN TO TRAFFIC

  • All concrete is done, including new Hoyt/Pacific corners. Planting to be done over next two weeks.

Pedestrian access

The contract provides for an ADA compliant, 6-foot protected and lighted pedestrian path, and any pedestrian detours will be signed. Pedestrians are discouraged from traveling in the work zone, but when necessary, the contractor is required to provide escorts during work hours.

Business entrances 

Business entrances will always be accessible either via an existing sidewalk or a temporary asphalt sidewalk, except during short periods of concrete placement and curing.

Work hours

Project work hours are 7 a.m. to 5 p.m., with possible evening work. Everett’s noise ordinance prohibits work between 10 p.m. and 7 a.m. during the week and between 10 p.m. and 9 a.m. on weekends, unless a variance has been issued. Please note that Everett’s noise ordinance allows work until 10 p.m. on Saturdays.
