Rucker Renewal Project Updates

  • Rucker/Everett Avenue intersection will be closed 10/14-18 for paving where the waterline crossing went in earlier in the project. Detour will be in place.

The contractor poured sidewalks and installed light pole bases.



As of Friday, Oct. 10, all paving from Everett Avenue to the north side of Hewitt has been done. The contractor poured concrete from California to Hewitt. On the west side of the street, from Everett to California (as well as the center planter), electrical foundations and conduit and irrigation began to go in. Waterline work involved transferring the remaining services and tying into the system at Wall and Pacific as well as excavation of the east side of Rucker, from Hewitt to Wall.

Significant delays (up to 30 minutes) began for those accessing/egressing the Aero Apartments garage between 9 a.m. and 5 p.m. This approach is necessary to allow the contractor to complete segments of work at a time.


Wall Street was closed during waterline installation across Wall. Conditions under the pavement required more work than anticipated to install the waterline. Once across and the void filled, Wall will be reopened.



The contractor will demolish the northwest and southwest corners and install electrical and irrigation in them. In order to replace the threshold in front of Goodwill, the store will close at 5 p.m. on Tuesday, Oct. 15.


The contractor expects to open the half block of California west of Rucker next week. Forms will be built and concrete roadway poured on Hewitt. On the west side of the road, from Everett to California and in the center planter, installation of electrical foundations, conduit and irrigation will continue, curbs will go in, and prep for sidewalks will begin. On the east side of the road, the contractor will prep and begin to pour concrete from Hewitt to Wall. Significant delays (up to 30 minutes) will continue for those accessing/egressing the Aero Apartments garage between 9 a.m. and 5 p.m. for the next two weeks.

Road openings: Rucker, from California to Everett, is expected to open to traffic near Halloween. The Rucker/Hewitt intersection is expected to open near Thanksgiving.


Wall Street will be closed while the waterline is being installed across Wall. Once across, Wall will be reopened.


The Phase 2 waterline work continues and will be ongoing. Rucker will remain in an open-to-local-access only but closed to through traffic for the foreseeable future.

The Hewitt/Rucker intersection will remain closed until the completion of Phase 1 work, sometime this fall. A pedestrian detour route will be available through the area. Vehicular access on Rucker Avenue between Hewitt and Wall will also remain open, including turnaround space at the top (north end) of the roadway. A flagger will be present at the Hewitt/Rucker intersection at all times. Traffic will be restricted to one lane in each direction from Pacific to Wall; restricted to local business/residential access only from Wall to Hewitt. No through traffic will be allowed. The signed detour that has been in place will remain.

During the waterline work, there will be intermittent loss of water service for several hours at a time. The contractor will notify customers prior to service interruptions.

Future closures of the Rucker and Everett Avenue intersection will occur later in the project in support of the waterline work.

Pedestrian access

The contract provides for an ADA compliant 6-foot protected and lighted pedestrian path, and any pedestrian detours will be signed. Pedestrians are discouraged from traveling in the work zone, but when necessary, the contractor is required to provide escorts during work hours.

Business entrances 

Business entrances will always be accessible either via an existing sidewalk or a temporary asphalt sidewalk.

Work hours

Project work hours are 7 a.m. to 5 p.m., with possible evening work. Everett’s noise ordinance prohibits work between 10 p.m. and 7 a.m. during the week and between 6 p.m. and 8 a.m. on weekends unless a variance has been issued.
