Hoyt
The sidewalks and curb are almost finished on the east side.
Rucker
The contractor installed storm drain on Hewitt and demolished, graded the roadway from California to Hewitt and laid electrical and irrigation. Phase 2 waterline work included laying pipe from Hewitt to Pacific.
Wall
Wall Street was closed during waterline installation across Wall. This work was anticipated to take 2 to 3 days, but conditions under the pavement required additional work to install the waterline. Once across, and the void filled, Wall will be reopened.
UPCOMING
Hoyt
The contractor will complete the east sidewalk with the paving over of the Frontier vault lid. On the west side, the contractor will demolish existing sidewalks, auger signal and light pole bases, put in conduit and junction boxes and install irrigation.
Rucker
The contractor will continue to lay storm drain pipe on Hewitt, demolish and grade from California to Hewitt. Concrete roadway paving will begin next week from Everett to California, weather dependent.
Wall
Wall Street will be closed while the waterline is being installed across Wall. This is anticipated to until September 11. Once across, Wall will be reopened.
REMINDERS
The Phase 2 waterline work continues and will be ongoing. Rucker will remain in an open-to-local-access only but closed to through traffic for the foreseeable future.
The Hewitt/Rucker intersection will remain closed until the completion of Phase 1 work, sometime this fall. A pedestrian detour route will be available through the area. Vehicular access on Rucker Avenue between Hewitt and Wall will also remain open, including turnaround space at the top (north end) of the roadway. A flagger will be present at the Hewitt/Rucker intersection at all times. Traffic will be restricted to one lane in each direction from Pacific to Wall; restricted to local business/residential access only from Wall to Hewitt. No through traffic will be allowed. The signed detour that has been in place will remain.
During the waterline work, there will be intermittent loss of water service for several hours at a time. The contractor will notify customers prior to service interruptions.
Future closures of the Rucker and Everett Avenue intersection will occur later in the project in support of the waterline work.

Pedestrian access
The contract provides for an ADA compliant 6-foot protected and lighted pedestrian path, and any pedestrian detours will be signed. Pedestrians are discouraged from traveling in the work zone, but when necessary, the contractor is required to provide escorts during work hours.
Business entrances
Business entrances will always be accessible either via an existing sidewalk or a temporary asphalt sidewalk.
Work hours
Project work hours are 7 a.m. to 5 p.m., with possible evening work. Everett’s noise ordinance prohibits work between 10 p.m. and 7 a.m. during the week and between 6 p.m. and 8 a.m. on weekends unless a variance has been issued.
