The contractor completed the bulk of the mobilization for the project.
Hoyt
- Other completed tasks on Hoyt include erosion control, sawcutting, catch basin installation and roadway demolition.
- During excavation on Hoyt, railroad ties and spikes were found at the west side of the intersection of Pacific and Hoyt (pictured above).
- Potholing began and will occur continuously.
Rucker
Full closure of the Rucker and Everett Avenue intersection began July 18 and will continue until work on the waterline is complete. Drivers are being routed north around the closure onto 26th St. The intersection is expected to open this week, but there will be a couple closures later in the project.
Work began on the waterline on Rucker and will continue for the next three weeks, starting at Everett and working south. During the waterline work, there will be intermittent loss of water service for several hours at a time. The contractor will notify customers prior to service interruptions.
UPCOMING
Hoyt
The contractor will continue roadway demolition and construction. Temporary electrical and lighting will be going in; temporary lighting will be on wood poles that will be replaced with new permanent metal poles later in the project.
Rucker
Work on the new waterline will continue for the next few weeks. Library Place traffic will be directed to enter Rucker off Everett Ave. instead of California as the contractor begins to excavate the apartment’s driveway for the waterline work. This detour will be in place for most of the remaining Phase 1 work.

Traffic control
The driving public is getting used to the project little by little. Traffic engineering staff has been working with the contractor to adjust signage in a number of locations. The contractor also established a weekend Traffic Control Supervisor (TCS) who will be checking in on the project on weekends to get a better understanding of exactly what is happening during non-working hours.
REMINDERS
Pedestrian access
The contract provides for an ADA compliant 6-foot protected and lighted pedestrian path, and any pedestrian detours will be signed. Pedestrians are discouraged from traveling in the work zone, but when necessary, the contractor is required to provide escorts during work hours.
Business entrances
business entrances will always be accessible either via an existing sidewalk or a temporary asphalt sidewalk.
Work hours
Project work hours are 7 a.m. to 5 p.m., with possible evening work. Everett’s noise ordinance prohibits work between 10 p.m. and 7 a.m. during the week and between 10 p.m. and 9 a.m. on weekends unless a variance has been issued.
