Grand Avenue Park Bridge Project Updates

[ARCHIVED] Grand Avenue Park Bridge April 2019 Construction Update

Completed

  • Additional geotechnical investigations in West Marine View Drive in support of the erection of the bridge for the approximately 1,000,000 lb (~500 Ton) steel truss bridge.
  • The Phase 2 contract to install pipelines in West Marine View Drive has finished installation of the large diameter outfall pipelines, but still has to complete the installation of the 12-inch pipe to the sewer lift station at 14th Street.

In Process

  • Delivery of the steel truss bridge members will take place over 13 stages. The assembly of the bridge in West Marine View Drive is more than halfway complete. Completion of assembly is anticipated in May.
  • Continued installation of the elevator by the elevator company.
  • On April 15th, the contractor sent Burlington Northern Santa Fe Railway (BNSF) its proposed bridge erection plan for review.
  • Current traffic revisions involve closing all but one lane of traffic and using flaggers to accommodate two different construction zones. There is also a noise variance to allow construction work to begin at 6 am.
  • The Phase 2 contract to install pipelines in West Marine View Drive will be completing a sanitary sewer force main crossing of West Marine View Drive. Due to the Phase 2 contractor being at the most northern point of construction (14th Street) from the Phase 1 bridge contractor (16th Street), and due to installation of a pipeline crossing of the highway, there may be longer queues of cars for the one lane flagging during the contractor work hours.

Upcoming

  • Restoration and paving by the Phase 2 contractor and closeout of the pipeline installation contract is anticipated in May.
  • Completion of assembly of the steel bridge truss, which spans almost 290 feet is anticipated in May.
  • Following completion of assembly, the painting subcontractor will paint portions of the bridge while it is still on the ground. Only portions of the bridge will be painted; the remaining weathering steel will change to a darker brown appearance over time.
  • Widening of the private railroad crossing by BNSF Railway for the setting of the bridge. The current plan proposes to raise the bridge up to the full elevation and use multiwheel transporters to position the bridge into place.
  • Erection of the bridge is anticipated in summer 2019. Timing is dependent on approval by the railroad and the ability for the railroad to provide a closure window for five railroad tracks. The requested time-frame is July; the bridge cannot be erected before this requested time frame.
  • When the track closure window is provided from BNSF Railway, there will be additional communication about any road closures to accommodate the erection of the bridge.
  • The current sequence proposed by the contractor involves construction of four towers around the steel truss structure to raise the structure to the full height. Multi-wheel transporters would then be used to move the bridge into place during the BNSF Railway-provided closure window.
  • During the elevation of a million pounds of steel, travel in and around the bridge work zone will require restrictions to protect the public. Public safety needs will drive the City’s review of the bridge erection sequence traffic control, while the City also attempts to mitigate traffic impacts to the maximum extent possible.
  • The contractor has submitted a revised proposal for how they will lift the bridge and set it in place above West Marine View Drive. Previously, the construction plan anticipated a 3- or 4-day full closure of West Marine View Drive in the project site area (which aligns with 16th Street). The new revised proposal submitted to the City requests a full closure of West Marine View Drive for up to 22 days, beginning mid-July. The City has not approved the request and will proactively work with the contractor to develop an approach to minimize closures of West Marine View Drive. We will continue to keep parties informed of the plan associated with bridge placement.
