The Everett Planning Commission held a meeting on December 5, 2017 with the following agenda.

Item 1: Opiate Substitution Treatment Facility

Continuation of a public hearing to consider amendments to the zoning code regardingthe siting of opiate substitution treatment facilities. The zoning code currently allows
only one such facility in the C-1 or E-1 zone located south of SR-526, and in hospital facilities within the city. The amendments being considered would allow for one additional opiate substitution treatment facility, not located in a hospital. The potential locations where such a facility would be allowed are a) (staff proposal) in the BMU (Broadway Mixed Use) zone located north of 24th Street; or b) (Planning Commission addition) in the B-3 (Central Business District) zone except on retail streets as designated on Map No. 22-2 of the zoning code. The November 7, 2017 Planning Commission public hearing has been continued to December 5, 2017, to allow legal research related to case law pertaining to zoning for opiate substitution treatment facilities, as it affects disabled persons under the Americans with Disabilities Act (ADA).

Item 2: Municipal Urban Growth Area Map Correction (2017-18 Docket)
A public hearing to consider amendments to Chapter 2, Land Use Element regarding a correction to the municipal urban growth area (MUGA) map to be consistent with Snohomish County’s MUGA designations for two areas located in the unincorporated area. The amendments would also remove the city’s land use designations and add a text reference to a land use map (Figure 6) in the Land Use Element.

Item 3: Comprehensive Plan Map Amendment and Rezone, 1609 Walnut (2017-18 Docket)
A public hearing to consider amendments to the land use map from 1.3 (single family detached, 10-12 du/ac) to 1.6 (multiple family, 20-29 du/ac). Concurrent with the comprehensive plan amendment is a request to amend the zoning map from R-2 (single family medium density residential) to R-3 (multiple family medium density residential).
