Mayor’s Comments: Swear in Everett Police Officer: Joe Wilson
(1) Adopt Resolution authorizing claims against the City of Everett in the amount of $4,173,576.58 for the period of October 29, 2022 through November 4, 2022.
(2) Adopt Resolution authorizing electronic transfer claims against the City of Everett in the amount of $9,067,014.65 for the period of September 1, 2022 through September 30, 2022.
(3) Adopt a Resolution waiving public bidding requirements and approving a sole source purchase of troubleshooting and repair services for Everett Transit hybrid Energy Storage Systems (ESS) from Pacific Power Group for approximately $650,000 including Washington state sales tax for 2022 through 2023.
(4) Adopt the Resolution waiving public bidding requirements and approving a sole source for replacing and upgrading Integrated Technology Systems (ITS) to Everett Transit’s fixed‐route fleet of approximately $475,000, including Washington state sales tax.
(5) Authorize the Mayor to sign the Radio Channel Access and Use Agreement with the Port of Everett at no cost to the City of Everett.
(6) Authorize the Mayor to sign Amendment No. 3 to the Professional Services Agreement between the City and Rainier Environmental Laboratory to provide for wastewater toxicity testing at the Water Pollution Control Facility.
(7) Authorize the Mayor to sign all necessary documents and agreements with the Association of Washington Cities to accept $183,000 in Mental Health Response Grant funds.
(8) CB 2211-49 – 2nd Reading - Adopt an Ordinance establishing Everett Utilities rates for 2023 – 2024 and amending EMC 14.04.020, EMC 14.60.010, EMC 14.16.712, and EMC 14.16.713. (3rd and Final reading and Public Hearing on 11-30-22)
(9) CB 2211-50 – 1st Reading - Adopt an Ordinance relating to compost procurement requirements. (3rd and Final reading on 12-7-22)
(10) CB 2211-44 – 3rd and Final Reading - Adopt an Ordinance levying the regular property for the City of Everett for fiscal year commencing January 1, 2023, on all taxable property, both real and personal, subject to taxation thereon.
(11) CB 2211-45 – 3rd and Final Reading - Adopt an Ordinance levying the EMS property taxes for the City of Everett for fiscal year commencing January 1, 2023, on all taxable property, both real and personal, subject to taxation thereon.
(12) CB 2211-46 – 3rd and Final Reading - Adopt an Ordinance creating a special construction project entitled “Culmback Building Police Property Room Relocation”, Fund 342, Program 035, to accumulate design costs for the project.
(13) CB 2211-47 – 3rd and Final Reading - Adopt an Ordinance to create a special construction Project entitled “Downtown Public Restrooms”, Fund 342, Program 037, to accumulate all costs for the project.
(14) CB 2211-48 – 3rd and Final Reading - Adopt an Ordinance creating a Special Construction Project entitled “Fire Training Center Project”, Fund 342, Program 036, to accumulate design costs for the project.
(15) Adopt the Everett Station District Alliance Resolution initiating the establishment of a Business Improvement Area.
(16) Adopt the Everett Station District Alliance Resolution expressing the intent to establish a Business Improvement Area and setting a public hearing for December 14, 2022.
