The Purchasing Division is responsible for procurement of goods and services on behalf of the City of Everett as governed by the City Council. Purchasing strives to maintain the quality and integrity of the city’s purchasing system and maximize the purchasing value of the City of Everett’s dollars.
In addition, Purchasing works to assure fair and equitable treatment to all who do business with the city. Purchasing also handles the city’s surplus items through auction or recycling in accordance with state law and City Charter.
Supplier Registration - Bids and Services
Public Purchase is an internet supplier registration and notification system. The system provides suppliers with an automatic email notification of new opportunities when a solicitation is posted.
The service is free.
The city uses the shared Small Public Works Roster maintained by MRSC. Registration and information is available at the MRSC Roster website. Contractors on this roster will be eligible for projects up to $300,000.
Bids that utilize the Small Works Roster are posted on the city’s website. Additionally, as needed, projects may be posted on Builder’s Exchange of Washington website.
The purpose of the Small Works Roster is to form a pool of contractors for various small construction projects for the City of Everett. The projects, in general, require that:
- Prevailing wages be paid and documented in compliance with RCW 39.12.
- A Performance Bond is executed in compliance with RCW 39.08 before beginning work.
- The contractor holds a Washington State contractor’s license.
- Contractor must deliver a certificate of insurance naming the city as an additional insured party before beginning work.
- Contractor must have a City of Everett business license.
- Contractor must provide a completed W-9 form.
Once the city identifies a small works project, all qualified bidders on the Small Works Roster will be invited to bid. Any bidder who does not respond to a Small Works Roster bid invitation will be removed from that category on the Small Works Roster. A written response of "No Bid" shall be sufficient response to remain as a vendor on the Small Works Roster.

The awarded contractor can be found by searching City council agendas. It usually takes several weeks until council action is requested.
Updated project construction information for the Public Works Department, which usually includes the contract start and end dates can be found at on Public Works- Construction Projects.
Contract start and end dates for other department projects is determined at the pre-construction meeting and is not available.
Requests for Construction Plan Sets
The City has designated Builders Exchange of Washington as the official source of bid packages for most public works projects, which insures that all bidders receive complete documentation, including all addendum, changes and clarifications. The City has adopted this Clerk's Rule (PDF) for public records requests regarding bid packages.
Notice is hereby given that sealed bids for the SWR #2020-058 Chain Link Fence Install will be received at the Purchasing Office, Monday – Friday from 8:00 a.m. – 3:00 p.m.at 3200 Cedar Street, Door #5, Everett, Washington 98201 until 2:00 p.m. on July 21, 2020 Pacific Time. At the appointed time, all bids will be opened and read aloud publicly via live streaming only.
