Washington state's utility shutoff moratorium has expired, and past due balances are now due.


The Governor's emergency proclamation 20.23.7 extended the prohibition of assessing late fees and disconnecting water service through July 31, 2021, or until the termination of the COVID-19 State of Emergency. The deadline was later extended to Sept. 30, 2021. On July 2, 2021, the Governor rescinded the emergency proclamation, effective Sept. 30, 2021.

Snohomish County Human Services Department (LIHWAP)
Low Income Household Water Assistance Program provides funds to assist low-income households with water and wastewater bills. 


Everett Water Utility Low-income Assistance Program - Catholic Community Services
The Everett Water Utility Low-income Assistance Program is a partnership between the City of Everett and Catholic Community Services. It is designed to be a once per year assistance for Everett Utility customers who have received a water shutoff notice and are at or below 200% of the Federal Poverty Level. If you receive a senior or disabled discount from Everett Utilities, you are not eligible for this program.


City of Everett has a discounted rates program for senior citizens and people with disabilities living on limited incomes, and a low-income assistance program available to qualifying customers.
