Online permit applications
Visit the online permitting portal to apply for the below listed permits online:
- Building Online: Re-roofing for SFR & Duplex Only
- Demolition Permit
- Electrical Permit
- Fire Alarm Permit
- Fire Suppression Permit
- Franchise Utility Permit: for Franchise/public utility company work in the right-of-way
- Mechanical Permit
- Plumbing Permit
- Public Works Permit: for site development/civil work
- Water/Sewer Utility Permit: for services not mains
- Sign Permit
- Tank Permit
- Traffic Street Use Permit: for closure of sidewalks, parking lanes, and travel lanes
- Fire Department Operational Permits: see list on portal
All other permit types not listed above must be applied for in hard copy using the paper (PDF) applications in the next tab.
Submittal/upload instructions for plan review:
Please follow the Permit document upload standards & instructions (PDF) for submitting digital documents on the online permitting portal for all permit types that require plan review and/or documents to be included.
Paper Permit Applications
The below permit types are only available as paper applications at this time and must be submitted in hard copy:
- Building Permit Application (PDF)
- Franchise Agreement Application (PDF): for new Franchise Utilities not yet in Everett
- Residential Solar Panel Permit Application (PDF)
- Annual Right-of-Way Use Permit Application (PDF): for temporary uses of the right-of-way per EMC13.30
- Transmittal sheet (PDF): for resubmittal of existing permits under review or drop-off of hard copy plans for online submittals

Permit fee schedules
A 2.3% credit card convenience fee will be applied to all credit and debit card transactions, effective July 1, 2019.
