WMVD/Alverson, 41st/Grand Pedestrian Improvements

This project will build pedestrian crossings at two intersections; West Marine View Drive and Alverson Boulevard and 41st Street and Grand Avenue. These crossings will enhance safety and improve connectivity within the city.
West Marine View Drive and Alverson Boulevard
A temporary safety enhanced crosswalk at the intersection of West Marine View Drive and Alverson Boulevard was constructed in January 2019. Push button-activated solar rectangular rapid flashing beacons were installed on the curbside and in the median.
The project would make the crossing permanent, installing a raised median island on West Marine View Drive. A raised pedestrian refuge will be constructed on the south side. A pedestrian path will be installed between the crosswalk at West Marine View Drive and 2nd Street on the east side of Alverson Road, with rectangular rapid flashing beacons (RRFB) across Alverson Boulevard at 2nd Street.
41st Street and Grand Avenue
The project will also install solar powered rectangular rapid flashing beacons for an uncontrolled crosswalk at the intersection of 41st Street and Grand Avenue. Channelization and signing improvements will be made approaching the intersection and advanced beacons will warn drivers approaching eastbound on 41st Street before the curve. ADA ramps will be constructed on the north side of the intersection at two locations.
West Marine View Drive/Alverson Boulevard
The City of Everett has a shared use path that connects East Marine View Drive (EMVD) from the Delta neighborhood near East Grand Avenue to West Marine View Drive (WMVD) and the Everett waterfront in the Northwest Everett and Bayside neighborhoods. The path continues to the City's Central Business District along WMVD. The path is a raised sidewalk on the north and west side of WMVD. This project would provide a safety enhanced crossing that connects the pedestrian and bicycle Northwest Everett neighborhood to the shared use sidewalk. Due to topography, there are only a few connection points for pedestrians and bicycles from the Northwest Neighborhood that overlook the Everett waterfront. The nearest signalized crossing is 1/2 mile to the east at the Broadway interchange, and there is no signalized crossing that serves the residential area above the waterfront to the west. The proposed project would provide an enhanced crossing that serves the neighborhoods, the park and the Everett waterfront.
41st Street and Grand Avenue
The City of Everett has already added pedestrian crossing signs and crossing flags at the intersection of 41st Street and Grand Avenue to the uncontrolled crosswalk. Curb ramp improvements were made in 2013, and additional enhancement were requested from the local neighborhood.
